Right after the collapse of the Soviet Union in 1991, he established the International Investment and Privatization Fund, thus assisting the process of privatization of Russian companies and enterprises based in other former USSR’s republics. By the mid-1990s, he set up Avtotor Holding, which assembles foreign cars in the special economic zone Kaliningrad oblast that offers numerous tax benefits. In 2012, Avtotor became the second biggest car maker in Russia (after AvtoVAZ) with a total of 265,000 built automobiles.
